UnderDome

The United States has invested billions defending its skies. Its undersea critical infrastructure remains largely unprotected.

UnderDome is a private sector consortium organized by 7 Shepherds to close that gap. We bring together defense companies, maritime operations, and technology providers to build, test, and deploy multi-domain platforms to support subsurface and seabed protection capabilities in coordination with the U.S. Navy, Department of Defense, FBI, DHS, and Congress.

This is not a study group. UnderDome members are operators, builders, and decision makers working toward a funded, operational capability that protects U.S. undersea infrastructure at home and abroad.

Current efforts are centered on AUKUS Pillar II, Maritime Big Play, Lanternfish, and BARB experimentation programs. UnderDome provides and operates business management and logistics services for the tracking, locating, and monitoring of maritime vessels, subsurface assets, and seabed sensor networks across its consortium network. 7 Shepherds directly delivers the consulting, advisory, and operational subject matter expert collaboration and integration services required to execute these tracking and monitoring capabilities for consortium members and commercial partners.

Congressional engagement is active. UnderDome is building the private sector case for dedicated funding and a program of record. Legislative strategy and congressional engagement is supported by Navigators Global. 7 Shepherds provides advisory and facilitation services in support of registered commercial lobbying organizations operating in the national defense and maritime security sectors.
